The department of Human Resources was generally called ‘personnel administration’ in the beginning of the 1900s. Though the term ‘Human Resources’ was first mentioned in 1893 by an American institutional Economist, John R Commons, in his book ‘The Distribution of Wealth,’ the function wasn’t elaborated much then.
